Feat: Vitals as status in queue for vitals queue

Add vitals queue to the existing queue which creates a queue of the patients who are registered and doctor assigned and are now to go to take their vitals.

Add this vitals queue to the existing queue mechanism by adding a new status to the queue enum to make it a 3 active stage queue for vitals stage, waiting to be consulted and in consultation stage.
