Add Spec-Kit infrastructure and improve CI/CD pipeline

  • Create Spec-Kit structure with constitution.md and templates
  • Add comprehensive project constitution documenting standards, patterns, and practices
  • Create reusable templates for specs, plans, and task breakdowns
  • Add sample specs for core features (RAG Pipeline, RTI Generator, Document Ingestion)
  • Reorganize CI pipeline into distinct stages: lint, format, type_check, security, coverage, changelog
  • Create semantic version tags (v0.1.0, v0.2.0) for release versioning
  • Improves code quality visibility and establishes spec-driven development workflow
  • made the nessasary improvements for 100% compliance in compiance-checker
