Draft: Feat all patientlist in admin

Currently, the patient profile page does not display a complete list of all registered patients.

We need to enhance the patient profile module so that admins can view the full list of patients in one place. This view should be restricted to admin users only, while non-admin users should continue to see only their own profile/details.

This feature will help admins manage patient records more efficiently, perform audits, and quickly access patient information without navigating multiple pages.
