Merge feat/i18n-clean-reapply branch into develop

Features added:

• i18n infrastructure (i18next, react-i18next)
• Language switcher component (English, Hindi, Telugu)
• Complete translations for all volunteer/coordinator pages
• Patient status page with translated status steps
• Language persistence across sessions
• Updated tests for localized strings

Translation coverage:

• English: 749 keys
• Hindi: 802 keys
• Telugu: 794 keys
