Add Repository Health and Quality Toolingadded new files

Added missing repository health files, environment examples, Docker support, security policy, code of conduct, AGPLv3 license, pre-commit hooks, CI config, and Python quality tool settings. Also added a basic pytest smoke test to verify the app uses the expected local SQLite database configuration.
