Fix database hero navigation

Venkat Sai Kanagani requested to merge fix-database-hero-navigation into main

Changed the UI theme of all secondary Streamlit pages to match the main app.py page theme. Updated page backgrounds, cards, sidebar styling, typography, and accent colors for a consistent SpotIt look across Report Issue, Track Issue, Dashboard, and Map pages. Also changed the Report Issue and Track Issue page headings/subtitles to black for better readability.
