Implemented Member 5 Maps & Final Integration module for SpotIt.

Changes made:

Added map view page for reported issues
Displayed report locations on map
Added filters for status and category
Added location-based report details
Removed balloons animation from report submission
Verified final Streamlit integration

This completes the Maps & Final Integration work for the SpotIt project.
