What does this MR do and why?

feat: add Spec-Kit (spec-driven development) compliance check

Adds a new speckit_checker.py that probes GitLab repos for spec-kit artifacts (.specify/ setup, constitution.md, templates, specs/ feature dirs). Results are wired into the compliance service with actionable suggestions and rendered as a dedicated UI section with a 4-point score.
