What does this MR do and why?

fix: expand compliance score to include all 16 checks

Previously dx_score only counted 8 DX-tooling checks, so projects with all tools configured showed 100% even when failing license, docs, or spec-kit requirements. Score now covers: 8 DX tools + AGPLv3 license + documentation + description + tags + 4 spec-kit checks (6.25% each).
